Government targets and quota's are one of the 21st centuries most misunderstood education problems that exist.
How do government targets affect the general public?
Education authorities have massaged the way they mark exam papers, most exams are multiple choice. The outcome is that the education authority has met its pass rate targets and no one gets into trouble, except the student. The student is now completely lost in the world of the 'education box system'. Everything done by numbers and no thought process.
When it comes to learning a new skill, such as driving a car, most students are completely lost in this new world of 'thinking for yourself'.

Education has to improve the education of the nation, which targets do not do, but it appears by manipulating the way exams are set and marked that targets do work. Students are really un-educated in the normal sense of the word - just ask your granny.
Driving examiners have the task of raising driving standards. This they do by failing the doubtful student. The student can fail simply by not noticing that their indicator has not switched itself off at the right time. Simple enough, but the examiner says you have not showed an awareness of the situation and you fail.

Compare these two situations
In education the authority gets into trouble if too many students fail. In driving the examiner gets into trouble if too many pass. Both at oppostie ends of the scale. Education gives a positive result for the teacher and a misleading positive result for the student. Driving test examiners give a negative result to the student and a positive result for themselves.

How to beat driving examiners quota's and improve the driving test passrates
Lets look at traffic wardens and the police for a minute. They have quota's and targets to maintain just like any other Government department. The traffic warden and police officer will never have their targets made up by a good thoughtful law abiding driver. Why? Because these good citizens have no intention of breaking any of the relevant laws. Therefore its impossible for either of them have their targets made up by the law abiding citizen, they will have to look elsewhere.
Driving test examiners are the same, if you are a borderline pass on your test then it can go either way - pass or fail. Should you be a good driver then no driving examiner can fail you, he will need 'just-cause ', as with the police and traffic warden. Make the driving test examiner look elsewhere to make up his target quota.
Know the rules of the road, drive the way you were taught on a good driving lesson have lots of the right type of practice and it's impossible to fail - quota or no quota.
